1. Terlebih dahulu saya mengucapkan selamat datang dan terima kasih kepada Yang Amat Berhormat Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak, Perdana Menteri Malaysia, Dato’-Dato’, Datin-Datin, Tuan-Tuan dan Puan-Puan kerana sudi hadir ke Majlis Pelancaran Dasar Teknologi Hijau Negara dan Perasmian Bangunan Pusat Tenaga Malaysia. Saya juga mengambil kesempatan ini mengucapkan terima kasih kepada Yang Amat Berhormat Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak kerana sudi meluangkan masa untuk merasmikan majlis pada petang yang bersejarah ini.

2. The global community is currently facing two (2) tremendous challenges related to energy. The first challenge is to provide a sufficient and reliable supply of energy sources and the second is related to the negative environmental impacts which can be attributed to inefficient energy use, exploration and extraction activities.
3. According to the International Energy Agency (IEA), world energy demand is projected to increase by more than 50% from 2003-2030, with the biggest growth coming from the rapidly expanding economies of China, India, Brazil and South Africa. The rapid rate of growth in the economic and industrial sectors will have a direct impact on the demand for energy, and this will subsequently complicate the efforts being undertaken by the global community to address the single greatest threat humanity has ever faced – Climate Change. Among the effects of climate change we are experiencing are extreme weather patterns such as heat wave, typhoons and hurricanes, melting of the polar ice caps, extinction of flora and fauna and others.
4. The need for a guaranteed supply of energy or fuel and the real threat posed by Climate Change continue to challenge policy makers throughout the world. Green development seems to be the obvious solution to address the problem of climate change and depleting resources. Malaysia is not an exception in finding solutions to address this threatening global issue. The National Green Technology Policy is a testament of the Government’s commitment towards using environmentally sound and sustainable policies and solutions to drive the Malaysian economy forward and to enhance the quality of life of all Malaysians.

5. Green technology is no longer just a buzz-word. It is a reality that we at the Ministry of Energy, Green Technology and Water are committedto promote and strive to make it the major cornerstone of our economy. My ministry has undertaken someinitial efforts in thedevelopment of green technology in the energy sector through renewable energy and energy efficiency programmes. However, with the wisdom of our Prime Minister, YAB Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak, Green Technology has been identified as one of the main drivers of national economic growth. With this vision in mind now, we aspire toturn Malaysia into a leader in green technology.
6. I am pleased to announce that the Green Technology Policy is a holistic policy built on four core pillars namely energy, the environment, the economy, and the society. With the current global energy scenario being rather volatile, we are striving hard to enhance national economic development. However, there is an urgent need to be energy efficient which will enable us to achieve energy independence; reduce or mitigate any negative impacts on the natural environment; and last but not least, ensure that the public are able to enjoy a good quality of life. The primary aim of the policy is to drive our economy at a faster rate while maintaining that the future generations will not have a lesser quality of environment than what we have now.
7. My ministry has identified the short, medium, and long term goals of the National Green Technology Policy, which will be incorporated into the 10th, 11th, and 12th Malaysia Plan. One of our immediate and urgent short-term goals will focus on creating and increasing awareness on green technology to the general public and all stakeholders. To achieve this, for a start, we need to embark on a comprehensive education and outreach programme to raise awareness about green technology and its benefits. We hope that through these efforts and through the five objectives of the National Green Technology Policy, we willsucceed in turning green technology from being an alternative to become the main choice of procurement and application for companies and consumers in Malaysia.

8. There is a need to provide a conducive environment for the green technology industry to prosper and accelerate in growth. We would be working closely with the Ministry of Finance, Ministry of International Trade and Industry, Ministry of Science, Technology and Innovation, Ministry of Natural Resources and Environment and other government agencies and stakeholders to facilitate this particularly for the manufacturing and services sectors. We need to explore the possibility of introducing fiscal and monetary incentives for green technology efforts by industries because it will encourage the development of local industries and promote foreign direct investments (FDIs) into the country. It would also mean making our products, services and applications tohave green features and are easily available at affordable prices.

10. By the end of the 11th Malaysia Plan – which will be from 2016 to 2020 – we foresee green technology is the preferred choice in products and services, with increased participation and involvement of more local Small Medium Enterprises (SMEs) and Small Medium Industries (SMIs). By then, green technology would be applied to almost all economic sectors and thatwould eventually transform Malaysiaintoa major green technology player in the region. The ultimate goal is when and after Malaysia becomes a fully-developed nation in 2020, green technology will feature prominently in theMalaysian culture and along with the significant reduction of national energy consumption while still maintaining our projected economic growth.
12. The National Green Technology Policy that is unveiled today will continue to evolve in the future. My ministry will have more consultations with stakeholders and continuously improve the Policy. We will revise the Policy according to the requirements and inputs from all stakeholders to ensure this Policy is well accepted and could be effectively implemented nationwide. It is my most fervent hope that this Policy would be able to leapfrog Malaysia to become one of the major players in the world in green technology.
13. Ultimately, we aim to make green technology a cultural facet of Malaysian life, which will be present in every level of society from the Government, education sector, private sector, and the public. Green technology will drive the nation forward in terms of environmental, economic, and social development. The launch of the National Green Technology Policy is the first step towards realising that vision.

Akhir kata, saya bagi pihak Kementerian Tenaga, Teknologi Hijau dan Air Malaysia ingin mengucapkan terima kasih kepada Yang Amat Berhormat Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak, Perdana Menteri Malaysia yang telah sudi hadir untuk menyempurnakan Majlis Pelancaran Dasar Teknologi Hijau Negara dan Perasmian Bangunan Pusat Tenaga Malaysia pada petang yang bersejarah ini.
